The execution of Mr. Qodrat Afshar, along with 10 others, was reported in the Kayhan Daily on April 23, 1985.

According to this report, Mr. Afshar was charged with “being actively involved in supplying and distributing heroin, purchasing 200-gram packages of heroin in Zahedan and selling them in Tehran, selling 5-gram packages of heroin in Tehran, possessing 59 gm of heroin when arrested, taking advantage of the young people to make them transport narcotics from Zahedan and having illicit relationships with them.”
