Hundreds more were arrested in 2005, mostly in connection with civil unrest in areas with large minority populations. Internet journalists and human rights defenders were among those detained arbitrarily without access to family or legal representation, often initially in secret detention centres. Intimidation of the families of those arrested persisted. Torture remained commonplace. At least 94 people were executed, including at least eight who were under 18 at the time of their alleged offence. Many sentences of flogging were imposed. The true number of those executed or subjected to corporal punishment was believed to be considerably higher than the cases reported.

Scores of political prisoners, including prisoners of conscience, continued to serve prison sentences imposed following unfair trials in previous years. Scores more were arrested in 2004, many in connection with press articles or publications both in print and on the Internet which were alleged to "endanger national security" or defame senior officials or religious precepts. Many of the families of those arrested also faced intimidation.
Independent human rights defenders were harassed. At least two individuals died in custody and 159 people were executed, including one minor. At least two of the 36 people who were flogged reportedly died following the implementation of the punishment; no investigations were carried out into these deaths. The true number of those executed or subjected to corporal punishment was believed to be considerably higher.

Some were held without charge or trial; others were serving long prison sentences after unfair trials. There were continuing reports of torture and ill-treatment. The judicial punishments of flogging and amputation were implemented. Several "disappearances" and suspected extrajudicial executions were reported. At least 110 prisoners were executed, including political prisoners, some after unfair trials.

This was the only time since the Islamic Revolution that Amnesty International was allowed to send a mission to Iran. It worked in Tehran from 12 April to 1 May 1979, during which time it held discussions with ministers of the Provisional Government, personnel of a local Tehran Komiteh, members of the former secular opposition to the Shah, and others. Amnesty International then conducted the study upon which this report is based. It covers the period from February 11th to September 14th, 1979. For this electronic version of the report, the Abdorrahman Boroumand Foundation has remained faithful to the original document. However, it has transformed the chapter notes into endnotes for the whole document. The original pages are indicated manually.
The original report is completed by two lists (Appendix A and B) of capital and non-capital punishments, 438 and 461 cases respectively, carried out in the first six months after the Revolution. These appendixes are not included in this electronic publication, but the capital punishment cases (Appendix A) can be viewed on Omid, A Memorial in Defense of Human Rights .
On account of its wealth of historic information and careful legal analysis, this report makes for an invaluable resource for the study of the early days of the Islamic Republic of Iran. The Abdorrahman Boroumand Foundation is pleased to make this crucial report electronically available to the public.
